The Situation
A new beginning for the Scotland was ushered in when the Scottish Parliament convened for the first time in 200 years, back in 1997. While the debates covering subjects such as Law, Human Rights, Education and Social Issues began in earnest – many conducted in the same way and with the same vigour as those carried out all those years ago when the parliament last sat – an important factor had altered in this modern era – methods of communications. Computers, telephones, faxes and e-mails did not exist 200 years ago, even if the art of debating did!
So the Parliament had a major, practical and functionality issue to overcome immediately upon reconvening after 200 years: How to communicate, record and disperse questions that arose in the Parliament, out to the respective Civil Service departments - for answers, explanations and feedback in a timely and effective manner?
The Solution
Scottish Parliamentary Questions (SPQ) a documentation management system based around Microsoft Outlook, where questions raised in the Parliament were logged and sent to the appropriate Scottish Executive departments for answers and explanations, with the responses being collated returned to the specific Ministerial Department upon completion.
MTC’s experience with Microsoft Exchange Server and Microsoft Outlook saw us involved with the internal Parliamentary and Executive team charged with the development of the SPQ system; working on areas that included the design and functionality of the SPQ software through to the testing of the finished system and the design of user training courses and materials.
The SPQ document management system is still in use today a number of years on and forms an important part of the Parliament’s day to day business practice.
